This law has two major provisions that require:&lt;br /&gt;• the installation of either an oil safety valve or an oil supply line with protective sleeve on systems that do not currently have these devices; and&lt;br /&gt;• insurance companies that write homeowner policies to offer coverage for leaks from heating systems that use oil.&lt;br /&gt;Most homeowner policies do not currently include such coverage, leaving many to pay for costly cleanups out of their own pocket. Although it is mandatory that insurance companies make this coverage available by July 1, 2010 to homeowners whose systems are upgraded, the insurance is an optional purchase.&lt;br /&gt;&lt;br /&gt;Who must take action?&lt;br /&gt;Owners of 1- to 4-unit residences that are heated with oil must already have or install an oil safety valve or an oil supply line with a protective sleeve. Installation of these devices must be performed by a licensed oil burner technician. Technicians are employed by companies that deliver home heating oil or are self-employed. It is important to note that heating oil systems installed on or after January 1, 1990 most likely are already in compliance because state fire codes implemented these requirements on new installations at that time.&lt;br /&gt;Who is exempt?&lt;br /&gt;Homeowners are exempt from taking these leak prevention steps if:&lt;br /&gt;• the oil burner is located above the oil storage tank and the entire oil supply line is connected to and above the top of the tank OR&lt;br /&gt;• an oil safety valve or oil supply line with protective sleeve was installed on or after January 1, 1990, AND&lt;br /&gt;• those changes are in compliance with the oil burning equipment regulations; a copy of the oil burner permit from the local fire department may be used to demonstrate compliance.&lt;br /&gt;&lt;br /&gt;Why comply?&lt;br /&gt;Not only is complying with the new law required, it makes good financial and environmental sense. Homeowners who take these preventive measures can avoid the disruption and expense that can be caused by heating oil leaks. A leak may result in exposure to petroleum vapors in your home. If the leak reaches the soil or groundwater beneath your house, then a cleanup must be performed to restore your property to state environmental standards. Leaks that affect another property or impact drinking water supply wells can complicate the cleanup and increase the expense. Each year, several hundred Massachusetts families experience some kind of leak.&lt;br /&gt;What will an upgrade cost?&lt;br /&gt;The typical cost of installing either an oil safety valve or oil supply line with a protective sleeve ranges from $150 - $350 (including labor, parts, and local permit fees).&lt;br /&gt;What could it cost to cleanup a leak?&lt;br /&gt;The cleanup cost for a "simple" leak can be as much as $15,000. In cases where the leak impacts the groundwater or is more extensive, the cleanup costs can reach $250,000 or more.&lt;br /&gt;What kind of insurance is available?&lt;br /&gt;To be eligible for the new insurance coverage, homeowners must ensure that their oil heating systems are in compliance with the new law. Homeowners who have been certified to be in compliance with (or exempt from) the leak prevention measures qualify to purchase insurance that:&lt;br /&gt;• provides "first party coverage" of at least $50,000 for the cost of cleaning up a leak to soil, indoor air, or other environmental media from a home heating system at the residence itself and reimbursement for personal property damage, AND&lt;br /&gt;• provides "third party coverage" of at least $200,000 for the cost of dealing with conditions on and off the insured's property because the leak from this system has or is likely to impact groundwater or someone else's property. The coverage also includes costs incurred for legal defense, subject to a deductible not to exceed $1,000 per claim.&lt;br /&gt;What should I do next?&lt;br /&gt;• Determine whether you have had an oil safety valve or new oil supply line with protective sleeve installed since January 1, 1990. If you have, your permit from the fire department for the installation can be used to document your compliance. You can request a copy from the fire department if the permit is on file, or a licensed oil burner technician can certify that status on a form.&lt;br /&gt;• If you do not have an oil safety valve or oil supply line with protective sleeve in place, have one or the other installed and certified. Either contact your oil delivery company to ask if they employ a licensed oil burner technician or find a service person in your area. My honest answer is no one knows. Heating oil, gasoline, and diesel fuel are now a financial instrument traded by speculators causing huge swings in wholesale prices every day. The prices of these products are determined more by hedge funds and investment houses than they are by supply and demand.&lt;br /&gt;&lt;br /&gt;The Easy Pay budget program for the 2011-2012 season will be rolled out on August 1. We estimate your annual consumption and use the US Department of Energy projections to estimate your heating expense and break it into monthly payments beginning in August and continuing until June. The last few years we have had to adjust the monthly payments both up and down to reflect the actual cost of fuel during the year. Just as the electric utility and the natural gas utility charge a minimum fee each billing cycle to keep you connected to the grid, Holden Oil must insure a minimum return from the very expensive equipment that is provided. With the snow this weekend, you get really antsy for the grass to start growing and the trees to bud out. In the oil and propane business, a system called degree days is used to help figure out how much fuel oil or propane you consume. If this year seems as though you may have used more than last year, you probably did because that is what the degree days are telling us. From September 1 until March 31, there has been roughly 4.25% more degree days than last year. For the average home in the northshore area, that amounts to about 35 gallons more heating oil consumed. As we get into the cold weather, the differences become even more apparent. Water is the bane of any fuel. As the temperature changes, condensation forms on the inside of fuel tanks, both vehicle and storage. In situations where the fuel turns over slowly, water can build up over time. It is important to drain water separators on fuel filters and and to make sure there is no water build up in the bottom of storage tanks. The cold filter plugging point of diesel fuel is one of the most important indicators of winter operability. Diesel with a lower cold filter plugging point is more expensive but it is very important if you want your trucks to run on those cold days.&lt;br /&gt;&lt;br /&gt;Holden Oil sells only premium diesel- diesel with additives to insure stability and needed lubricity needed in today's engines with Ultra low sulfur fuel. It was determined by the Massachusetts State Fire Marshalls office that some loads of propane delivered between May 1and September 1may not have been injected with the proper amounts of odorant called ethyl mercapitan. &lt;br /&gt;On September 2, 2010 a State Police officer under the direction of the Massachusetts State Fire Marshall came to the Holden Oil storage terminal in Essex to physically check the odorant level in our three thirty thousand gallon storage tanks. The trooper and two separate Holden Oil employees verified the strength of the odorant and found that it rated very strong.&lt;br /&gt;Holden Oil is very concerned with the safety and the comfort of our customers and, as a normal practice, verify the odorant with a smell test each time a truck is loaded. The Massachusetts state law that required oil lines to be upgraded if they did not meet current code by July 1, 2010 has been extended for another year. We have been making every effort to inform our customers if they do not comply and we are able to provide certification for your insurance company if you do comply. The insurance component of the law- requiring homeowners insurance companies to offer pollution coverage in case of a spill or leak is still in effect.&lt;br /&gt;&lt;br /&gt;The Biofuel mandate in the state of Massachusetts that required all fuel delivered to contain a biofuel blend has been postposed indefinitely. Questions remained on the ability of the industry to meet the mandate and maintain the needed quality controls. Also in play was the US Congress has not extended the Biofuel blenders tax credit that expired in February. While our crews have been busy cleaning up from the aftermath of the recent windstorm, we all welcome the warm temperatures and are looking forward to summer.&lt;br /&gt;&lt;br /&gt;As you consider your heating options for next year, you may be considering switching from traditional oil heat to our B5 Bioheat biofuel. Bioheat is the brand name of a fuel blend that contains 95 percent traditional heating oil and five percent “biosolids.” Biodegradable and nontoxic, these biosolids are made from plant products, such as soy, grown in the United States. B5 Bioheat actually burns more cleanly than traditional oilheat and has no negative impacts on existing equipment. &lt;br /&gt;&lt;br /&gt;A product that contains only five percent biosolids and 95 percent traditional oil may not seem like a huge change—but the cumulative impact can be great. Dangerously cold temperatures and unpredictable weather should serve as a reminder to always make sure your equipment is well-maintained and that you have adequate levels of fuel. &lt;br /&gt;Recently, ExxonMobil announced that it is expanding its efforts into research and development of algae biofuel, which is seen by many as the next generation of biofuel. This technology, which uses fuel produced by photosynthetic microbes, is seen as advantageous because algae require minimal land space and are highly productive, with the potential to yield up to 2,000 gallons of fuel per acre per year of production. The fuel can be processed into a product with a structure very similar to the conventional oil we use today. In the future, this may be a widespread and viable technology.&lt;br /&gt;At Holden Oil, we are always looking for new ways to "green" our business and provide the most environmentally responsible products possible. October last year was a month of steep declines in oil prices. We have record inventories of heating oil and propane gas and the consumer demand is down. This law requires that all heating oil lines must be upgraded before July 1, 2010 if they are in direct contact with a floor surface and do not meet certain specifications. The law requires:1. the line be encased in a continuous non-metalic sleeve; or 2. an oil safety valve be installed to manufacturers specifications; or 3. employ other release prevention measures approved by the state's Board of Fire Prevention Regulations.
